The attempted kidnapping happened in Italy, said police.
In a news release, Italian State Police said the man “violently” tried to grab the child from her mother. Video shows the mother clutching the child as the man tries to run off with the girl.
Police said bystanders intervened, with security guards subduing the alleged attacker until responding officers arrived and arrested the man.
“The incident unfolded frantically,” police said in the release, which was translated with Google Translate. “Just as the family was exiting the store, they encountered the man, who, with a sudden move, grabbed the little girl by the legs and tried to free her from her mother.”
After an investigation, as well as viewing the surveillance footage and speaking with witnesses, the man was charged with attempted aggravated kidnapping and aggravated assault.
Police said the child, who was taken to the hospital, had a fractured femur caused by the force used during the attempted abduction.
